Title II of IDEA amends the Education Science Reform Act of 2002 to establish the National Center for Special Education Research. It is headed by a commissioner of special education research. The goals of the center are to:

• Sponsor research to improve services;
• Evaluate implementation and effectiveness of IDEA; and
• Sponsor research on needs of children with disabilities.
