Subpart 3 continues to authorize parent training and information centers, community resource centers and technical assistance for the parent centers. Within this subpart, changes have been made in the Secretary's authority to support educational media services. IDEA 2004 adds that these services are designed to be of educational value to students with disabilities in the classroom setting 674(c)(l)(A). The law permits the captioning of videos and other materials that are "appropriate for use in the classroom setting" and permits captioning for news through September 30, 2006.
