The Director of the Institute of Education Science has responsibility to carry out most of this section and to assess the effectiveness of this Title, provide timely information to the President, Congress, states and local education agencies on how to effectively implement this Title and provide Congress and the President with useful information in developing legislation to achieve the purposes of IDEA.
