If an agency has been determined to be out of compliance for two consecutive years, one or more of the following actions must be taken:

• Advise of available sources of technical assistance to address the areas where assistance is needed;

• Direct the use of funds; or

• Identify as a high-risk grantee and impose special conditions on its grant.
