State Performance Plans must be in place not later than one year after the date of enactment of the Act (by 12/3/05)
This is a plan that evaluates the State's efforts to implement the requirements of IDEA and describe how the state will improve the implementation. The plan must be submitted to the Secretary for approval and review the plan at least once every six years and submit amendments to the Secretary.
Targets
Each state must establish measurable and rigorous targets for the indicators established it its monitoring priorities.
Data Collection
Each state must collect valid and reliable information as need to report annually to the Secretary on the priority areas.
Public Reporting and Privacy
The state must use the targets to analyze the performance of each LEA in the State and annually report to the public on each LEAs performance on the targets. The State must annually report to the Secretary on the State's performance.
