Section 616(a)(1) and (2)
A new section has been added to IDEA: "Monitoring, Technical Assistance, and Enforcement." This section establishes the monitoring requirements for the federal monitoring of states and State monitoring of school districts. It includes general monitoring requirements and establishes that the primary focus of monitoring must be on improving educational results and functional outcomes for all students with disabilities and ensuring that the requirements of IDEA are met, with a particular emphasis on those requirements most closely related to improving educational results for students with disabilities.
