IDEA 2004 has changed some of the requirements of the content of the IEP. The term "educational performance" has been replaced with "academic and functional performance."
The requirement for short term objectives/benchmarks has been repealed for all except for students who are assessed with alternate performance indicators.
A requirement that the IEP describe how the student's progress will be measured and when periodic reports on the progress the student is making toward meeting the annual goals (such as through the use of quarterly or other periodic reports, concurrent with the issuance of report cards) replaces the requirement that the IEP include a statement of how the parent will be informed of the student's progress.
Recommendations for services and supports must, to the extent practicable, be based upon "peer-reviewed research."
If a student is not going to take the regular state assessment, the IEP must explain why an alternate assessment is necessary and why the alternate assessment selected is appropriate.
