Speaker Notes:
Section 614(b)
Each LEA must ensure that assessments and other evaluation materials used to assess a child for special education meet certain criteria.
Replaces references to "tests" with "assessments."
Requires assessments to be administered "in the language and form most likely to yield accurate information on what the child knows and can do academically, developmentally and functionally, unless it is not feasible to so provide or administer."
Requires assessments to be used for the purposes for which the assessments or measures are valid and reliable (replacing former language that required tests "to be validated for the specific purpose for which they are used)."
Requires school districts to ensure that the assessments of students with disabilities who "transfer from one school district to another in the same academic year are coordinated with the student's prior and subsequent schools, as necessary and as expeditiously as possible, to ensure prompt completion of full evaluations."
