There are specific populations IDEA 2004 has addressed to ensure that such students with disabilities are evaluated and receive services in a timely and appropriate manner. These populations include:
children who are wards of the State,
homeless children (IDEA requires that the SEA, in meeting its general supervisory responsibilities of IDEA, also meet the requirements of the McKinney-Vento Homeless Assistance Act for such children),
migratory children,
children who transfer school districts (both from within and without the State), and
children with Limited English Proficiency (see next slide).
