Access to Instructional Materials

Speaker Notes:

Sections 612(a)(23)

The SEA must adopt the National Instructional Materials Accessibility Standard (once published) for purposes of providing instructional materials to blind persons or other persons with print disabilities. States may coordinate with the National Instructional Materials Access Center to obtain accessible materials.

Section 613(a)(6)

Not later than two years after the date of enactment (i.e., by 12/3/06), the LEA that chooses to coordinate with the National Instructional Materials Access Center, when purchasing print instructional materials, must acquire the print materials in the same manner and is subject to the same conditions as a SEA. If the LEA chooses not to coordinate with the National Instructional Materials Access Center, the LEA must provide an assurance to the SEA that the LEA will provide instructional materials to blind persons or other persons with print disabilities in a timely manner.

Note:
NYS' Alternative Formats Legislation and Regulations require school districts to adopt policies and procedures to obtain instructional materials in alternative formats as required by IEPs. Once the National standard is published, NYS will need to reference that standard in our existing requirements.
