If new to the profession and highly qualified in one subject (math, language arts or science):
may use HOUSSE or multi-subject HOUSSE to show competence in other subjects - within two years from the date of employment

IDEA offers an exception to the route to become highly qualified for special education teachers who are teaching multiple subjects exclusively to students with disabilities.
These special education teachers may become highly qualified in the same way as a new or not new to the profession elementary or middle/secondary teacher under NCLB.
Those special education teachers who are not new to the profession may demonstrate competence in all the core academic subjects in the same manner as is required for any elementary or middle/secondary teacher who is not new to the profession, which includes using the HOUSSE or a multi-subject HOUSSE.
Those special education teachers who are new to the profession and who are highly qualified in mathematics, language arts or science can demonstrate competence in other core academic subjects they are teaching in the same way as is required for a not new to the profession elementary or middle/secondary teacher, which includes using the HOUSSE, not later than two years from the date of employment.
