1 At a minimum, States should examine these six disability categories. If a State has previously identified a problem, or if a State has reason to believe that there are issues with other disability categories (i.e., written complaints, due process filings, etc.), then the State should explore the remaining disability categories as necessary.

2 Combined Separate Facilities includes public and private residential facilities; public and private separate schools, and home/hospital environments.
