at NYCDOE. Activity Status: New |
1.Increased numbers of certified bilingual special education teachers
applying for employment at NYCDOE. The goal is to increase the number of students in the Jose P. certification areas being prepared as teachers or related service personnel. Only about 40% of the college’s capacity is being utilized because of lack of students. There are 575 IHE-identified unused seats in bilingual special education training programs. |

1. NYCDOE will provide recruitment information to NYSED including financial

August 25, 2004 Update: The contractor for the Bilingual Special Education Intensive Teacher Institute was directed in July, 2004 to continue the program’s focus in tuition assistance support to institutions with unused capacity in bilingual special education and related service categories. NYCDOE has likewise focused scholarships and assistance on institutions with unused capacity in bilingual special education and related service categories (see Table 1:Jose P. Tuition Assistance and Expected Recruitment Outcomes GRID). |

February 17, 2005 Update: Additional SED funding provided to ITI program for NYCDOE applicants not eligible under DOE scholarship program. The base project grant was amended by $75,507 to support additional candidates. NYCDOE met with all IHEs with scholarship programs for Jose P. shortage areas in early December to discuss need for expansion of programs. NYCDOE will identify candidates for IHEs by title area. |

The Chicago public school system has such a program and representatives from DHR will be visiting Chicago to see how that program is implemented. In addition Division of Human Resources staff is visiting a number of New York City high schools to speak at Career Day programs. |

4. Recruitment in Puerto Rico for bilingual special education teachers.

Both WNET (Channel 13) and the Hispanic Information and Telecommunications Network have expressed an interest in meeting with SED and NYCDOE to further develop this concept. A meeting with key stakeholders is being scheduled. The New York City Department of Education, DHR met with program directors and representatives of institutes of higher education in December 2004 to stress our needs for qualified candidates and to review changes in our scholarship program. |
