Performance of Students with Disabilities On Elementary English Language Arts Examination by Need/Resource Capacity* 2004

*

See Appendix 2.2 for Definition of Need/Resource Capacity.

In 2004, there continue to be significant gaps in the performance of students with disabilities on the Grade 4 English Language Arts assessment between Need/Resource categories of school districts. Lower percentages of students with disabilities in the High Need school districts (New York City, Large 4 Cities, Urban Suburban school districts and Rural school districts) perform at or above Level 2 and also at or above Level 3 compared to Average or Low Need school districts. As an example, 15.4 percent of students with disabilities performed at or above Level 3 in New York City while 44.6 percent of students with disabilities performed at or above Level 3 in the Low Need school districts.
