The above data indicates the following:

  • New York City schools had the highest rates of absent students or invalid scores on each assessment compared to other categories of school districts.

  • The large five cities administered the New York State English as a Second Language Achievement Test to the largest percent of the grade enrollment compared to other categories of school districts.

  • For the most part, Average and Low Need school districts administered the general grade assessments to the largest percentage of the grade enrollment of students with disabilities.
