The above data indicates the following:

New York City schools had the highest rates of absent students or invalid scores on each assessment compared to other categories of school districts.

The large five cities administered the New York State English as a Second Language Achievement Test to the largest percent of the grade enrollment compared to other categories of school districts.

For the most part, Average and Low Need school districts administered the general grade assessments to the largest percentage of the grade enrollment of students with disabilities.
