- Greater percentages of the Cohort
fail to pass the state assessment within four years in the High

percentages of the Cohort achieve proficiency on the Regents
Examinations within four years in the Average or Low Need School
Districts compared to High Need School Districts.
- The numbers of students with
disabilities included in each year's Cohort have increased in each
need resource category of school districts.
