- Develop a brochure for
parents on resolving concerns about their child’s special
education services.
- Revise and publish the State
mandatory Procedural Safeguards Notice.
- Provide materials to
families whose primary language is not English in four
different languages (Spanish, Russian, Chinese and
Haitian-Creole), including a Parent’s Guide and Procedural
Safeguards Notice.
- Amend Part 200 Regulations
to ensure timely impartial hearings.

- Five specific publications
were developed and disseminated regarding due process by
March 2002.
- The Parent’s Guide and the
Procedural Safeguards Notice were provided in four
different languages for parents whose primary language is
not English.
- Part 200 Regulations were
amended to ensure timely impartial hearings.
- The Procedural Safeguards
Notice was revised in August 2003.

laws, regulation and policy will be consistent with federal
laws, regulation and policy.

- Future Activities
- Projected Timelines and
Resources
(for next reporting
period July 1, 2003 through June 30, 2004 and on going):
- Further regulatory
amendments will be discussed by the Board of Regents to
ensure timely impartial hearings in September 2003. Approval
is slated for February 2004.
- The Board of Regents will
discuss regulatory amendments to Parts 276 and 279 (State
Review Office) in November 2004. Approval is slated for
December 2003.
- Develop required Notices and
Forms for the field by May 2004.
- Update the Procedural
Safeguards Notice to be consistent with any regulatory or
statutory changes.
