See Appendix 38 for definition of Need/Resource Capacity categories of school districts.

**

Big Five Cities are New York City, Buffalo, Rochester, Syracuse, and Yonkers.
  • The data above illustrate a measure of the range of performance among different categories of school districts in terms of the types of post-school plans students with disabilities have, which may be indicative of students educational achievement by the time they are ready to leave school.  For example, 73.0 percent of students who completed school in the Low Need school districts planned to attend a two-year, four-year or other type of college program compared in 33.4 percent of students from NYC schools.
