Compared to the classification of White students with disabilities by particular disabilities, Black, Hispanic, and American Indian students are significantly over represented in students classified with emotional disturbance. Compared to White students, most minorities are also over represented in students classified with mental retardation, Asian and Hispanic students with disabilities are over represented in students having speech or language impairments.
