Classification Rates by Need/Resource Capacity Categories of School Districts 2002-03

Classification rates continue to be higher in most High Need school districts and lower in most Average and Low Need school districts. High Need school districts include New York City, the Large 4 Cities, Urban/Suburban High Need school districts and Rural High Need school districts. Since NYC's classification rate of 11.0 percent is lower than the Statewide average rate of 12.0 percent, the average rate for all High Need school districts of 11.9 percent is lower than 13.9 percent, which is the rate for High Need school districts, not including New York City.
