Strategic Evaluation Data Collection, Analysis and Reporting (SEDCAR) Unit of Vocational and Educational Services for Individuals with Disabilities is responsible for data collection, analysis, and reporting to meet federal and State requirements for special education and vocational rehabilitation. SEDCAR analyzes data to evaluate the State’s progress toward accomplishing the Department’s strategic goals for students and individuals with disabilities.

Impartial Hearing Reporting System:
Impartial Hearing Reporting System (IHRS), a required reporting system for school districts under Section 200.5 of the Regulations of the Commissioner of Education. The web-based system records information about the impartial hearing process, beginning with the initial written request for a hearing and ending with the implementation of decisions rendered in the hearing. The IHRS is used to monitor impartial hearings and promote their completion within the time periods required by federal and State law and regulation. The IHRS can be accessed via the New York State Education Department website entitled, www.nysed.gov through the NYSED On Line Services link located on the leftside of that web page. School districts and Impartial Hearing Officers (IHO) may contact the Department by email at vesidih@mail.nysed.gov or by telephone at (518) 473-0170 for information regarding the IHRS.
