For the first time in many years, the special education
classification rate did not increase in 1999-2000, but remained 11.8 percent, the same as
in the previous year.
Increasing percentages of preschool students with disabilities are
served in integrated settings. In 1999-2000, 55.5 percent were served in integrated
settings compared to 23.2 percent in 1995-96.
The per-pupil cost of providing preschool special education programs
and services has decreased 42 percent since 1992-93.
For the first time, in 1999-2000, the percentage of school-aged
students with disabilities served in regular education classes for 80 percent or more of
the school day (47.6 percent) exceeded the 1998-99 national average of 47.4 percent.
The percentage of students with disabilities educated in separate
settings, apart from their nondisabled peers, has continued to decline from 10.8 percent
in 1995-96 to 8.5 percent in 1999-2000.
Increasing percentages of students with disabilities are earning
Regents high school diplomas. In 1999-2000, 8 percent of students with disabilities
who completed high school earned such diplomas, compared to 4.4 percent in 1995-96.
In federal fiscal year (FFY) 2000, the percentage of individuals with
disabilities who achieved an employment outcome after receiving vocational rehabilitation
services from VESID was 65.7 percent. This is above the latest available national
average of 62.8 percent in FFY 1999.
Of all individuals with disabilities who achieved competitive
employment after receiving vocational rehabilitation services from VESID, 88.1 percent
were individuals with significant disabilities. This is above the latest available
national average of 84.8 percent.
There was a positive increase in the difference between the
percentages of individuals who reported their own income as their single largest source of
economic support from time of application for vocational rehabilitation services to after
achieving competitive employment.
Individuals with disabilities placed in jobs by VESID in State fiscal
year (SFY) 2001 represent $225 million in annualized first year earnings and $22.3 million
in public assistance savings.
