Background
We are the New York City Placement
Consortium. We are actively supported by the N.Y. State Department of
Labor (NYSDOL), NYS Education Department’s Office of Vocational and
Educational Services for Individuals with Disabilities (VESID) and the
Commission for the Blind and Visually Handicapped (CBVH).
Early in 1985, representatives from more than twenty-four
rehabilitation facilities met to determine the degree of interest in
forming a consortium. The consensus clearly indicated a strong interest
and need for a collaborative network of professionals working in the field
of job placement and counseling for persons with disabilities.
While an eventual goal of the consortium was to develop a shared job
bank service, this was not seen as the immediate or only function of this
network. The areas cited as those which a consortium would be most
effective were, and still are:
Lobbying on legislation affecting people with disabilities. This
effort provides us with an opportunity to participate and impact upon
legislation affecting our consumers.
Public Relations: To foster a positive and constructive perception of
people with disabilities.
Conduct in-service training seminars and workshops for professionals
working with people with disabilities. Thus encouraging better informed
and trained vocational rehabilitation staff.
Provide technical assistance and training seminars to present and
prospective employers of persons with a disability. Increase potential
job sites and placement.
Development of an "EMPLOYER RESOURCE GUIDE": a manual
listing and describing the membership agencies of the New York City
Placement Consortium.
This manual will include a clearer definition and correct terminology
by disability category as applied by the facilities that provide services
to them; i.e.
The N.Y. League for the Hard of Hearing =People who are deaf or hearing
impaired;
The Lighthouse =People who are blind or visually impaired; etc.
Joint Job Development Effort: Representatives from several agencies
joining forces in a concerted marketing effort, targeting the industries
that would/ could be open to specific disability clusters. Accessing
industries that have historically resisted employing people with
disabilities; we will present a united front, with the goal of better
servicing the needs of our clients.
We will pre-screen job ready candidates prior to scheduling an
appointment with an employer and attempt to present several qualified
job candidates to the employer.
The net result of our efforts will be an improved vocational future
for all our consumers.
