Center EDUCATION ADVOCACY SYSTEM CHANGE
BINGHAMTON Broome-Delaware-Tioga Board of Cooperative Educational Services (BOCES) agreed to provide sign language interpreter services to deaf students enrolled in adult education courses.
CORTLAND The Hartnett Elementary School in Truxton installed a ramp, paved two routes from the playground for wheelchair users, and constructed an accessible stall in all restrooms in the building.
DELAWARE Cherry Valley-Springfield Central School made the restroom in its preschool classroom accessible to children with disabilities.
DELAWARE Delaware Academy installed a ramp allowing its building to become accessible.
DELAWARE Anderson Center of Hartwick College made necessary changes allowing its restrooms to become accessible.
GLENS FALLS Skidmore College added accessible parking places to its parking facilities and established a "ticket and tow" policy to enforce accessible parking.
MANHATTAN New York City Department of Youth and Community Development took a larger role in transition by assuming responsibility for the Youth Abilities Project addressing inclusion of disabled youth in 127 youth employment and training programs under contract with the City.
MANHATTAN The Center was selected to lead the reactivated Youth Abilities Advisory Board when New York City Department of Youth and Community Development assumed responsibility for the project after it was discontinued by New York City Department of Employment upon its dissolution.
MIDDLETOWN Monticello High School adopted a policy written by the Center that the parents rights information packet will be mailed prior to and not given out at the time of the Committee on Special Education (CSE) meetings.
MIDDLETOWN The Center's Director of Services for Sullivan County started serving on Sullivan County Parenting Coalition.
MIDDLETOWN The Center's Director of Services for Sullivan County started serving on Sullivan County Cultural Competency Task Force.
PLATTSBURGH Clinton County Interagency Transition Council's Student Transition Guide now includes information about the Center's mission and services. The Guide is published by the Council and Champlain Valley Educational Services.
ROCKLAND A TTY/TDD device was purchased for use by the Haverstraw Middle School of the North Rockland School District.
ROCKLAND Ramapo High School instituted a system of providing information in the form of a flyer sent to parents about the need for benefits advisement services to be included in the Individual Educational Plan (IEP) Transition Plans for all appropriate special education students.
ROCKLAND Spring Valley High School instituted a system of providing information in the form of a flyer sent to parents about the need for benefits advisement services to be included in the Individual Educational Plan (IEP) Transition Plans for all appropriate special education students.
SYRACUSE The Salem Hyde School in Syracuse installed an intercom system and wrote an operating plan to assure access to the building for parents, adults, and visitors with disabilities.
TROY Center staff was invited to participate on a special education taskforce at Albany Law School.
UTICA The Tradewinds Education Center located in Utica began using sign language interpreters on a regular basis.
UTICA The Center's participation in the VESID funded IL/School Partnership Project brought about an increase in the number of parents of disabled students participating in their child's transition planning meetings from 14% for 2001-2002 to 44% for 2002-2003.
WATERTOWN The Center's Family Support Services developed a Rapid Response Network of parents who respond within 24 hours to action alerts regarding education legislation.
WHITE PLAINS The Center's Disability Related Educational Advocacy Mentor (DREAM) Program is now available in Putnam County to provide parents and disabled students with a variety of educational advocacy services that include mentoring and transition planning.
WHITE PLAINS Ossining School District developed an evacuation plan for students with disabilities and purchased two Evacu-Chairs, one for the high school and one for the middle school.
WHITE PLAINS Greenburgh School District implemented a fee for service agreement with the Center to provide transition services.
WHITE PLAINS Somers School District implemented a fee for service agreement with the Center to provide transition services.
WHITE PLAINS Elmsford School District wrote a letter to all teachers indicating that no school trips could take place unless all children, including children with disabilities, can go.
WHITE PLAINS Mary Mount College of Tarrytown instituted flexible scheduling as a reasonable Accommodation.
YONKERS Yonkers Public Schools adopted a policy to allow the Center's transition staff to attend the Committee on Special Education (CSE) meetings of students they are working with.

EMPLOYMENT ADVOCACY 2002-2003

Center EMPLOYMENT ADVOCACY SYSTEM CHANGE
ALBANY Center staff started serving on the Advisory Group for the New York State Department of Labor Career Central/Albany One-Stop Center.
ALBANY The Center was active in the Independent Living Center statewide effort that led to the passage of the New York State Medicaid Buy-In Bill into law effective April 2003.
BINGHAMTON Joint funding application with Catskill Center for Independence and Broome and Delaware County Employment Agencies was approved establishing a Disability Navigator Program that provides an employment supports liaison for the New York State Department of Labor One-Stop Centers.
BUFFALO The Center was awarded a grant by New York State Commission on Quality of Care to administer the Western Region Client Assistance Program (CAP) to provide advocacy and mediation for consumers who are having difficulty with vocational rehabilitation services.
BUFFALO Dial America Marketing, a Buffalo telemarketing firm, established a policy to provide materials in alternate formats to its visually impaired workers.
CORNING Applebee's Restaurant was identified as new employer of persons with disabilities.
CORNING Marcie's Hair Salon was identified as new employer of persons with disabilities.
CORNING Wal-Mart was identified as new employer of persons with disabilities.
CORNING Red Cross was identified as new employer of persons with disabilities.
CORNING P and C Grocery was identified as new employer of persons with disabilities.
CORNING Shur-Fine Food Mart was identified as new employer of persons with disabilities.
CORNING Science and Discovery Center at Corning Glass Museum was identified as new employer of persons with disabilities.
CORTLAND The Cortland Works Career Center (local One-Stop) made its restrooms accessible, added signage, adjusted the height of office equipment, and installed an elevator in the building.
CORTLAND The Center's efforts resulted in a consumer being approved for services through the newly legislated Medicaid Buy-in demonstrating local implementation of the program.
DELAWARE Valley Fashions altered its application form and reworded a question that could have been used to screen out applicants with disabilities.
JAMESTOWN A consumer was assisted to return to integrated employment at Chautauqua Opportunities in Dunkirk.
JAMESTOWN A consumer was assisted to return to integrated employment at Salvation Army and MCA group homes as well as others in the Jamestown area (consumer works on assignment at several different group homes).
JAMESTOWN A consumer was assisted to return to integrated employment at Securitas Security (also known as Burns/Pinkerton Securitas Security Companies of Kenmore, NY) in Jamestown.
JAMESTOWN A consumer was assisted to return to integrated employment at Lutheran Social Services (a nursing home and assisted living facility) in Jamestown.

MANHATTAN The Center received a grant from National Technical Assistance Center in Hawaii to implement an outreach project to New York City's Chinese-American Community focusing on achieving linguistically and culturally appropriate vocational rehabilitation services.
MASSENA The One Work Source in Malone is now making available a variety of high tech handicapped accessibility equipment including JAWS that allows persons with visual impairment to access the agencies employment preparation/search/retention services.

ROCHESTER The Center was a catalyst for Finger Lakes One-Stop Center in Geneva to submit a funding application that was approved to establish a New York State Department of Labor Disability Navigator Program.
ROCHESTER Rochester Works One-Stop Center replaced missing screen reading and large print software and now provides an accessible computer.

Center HEALTH CARE ADVOCACY SYSTEM CHANGE
ALBANY The Center's separate not-for-profit Consumer-Directed Personal Assistance (CDPA) program called Consumer Directed Choices increased program enrollment to a stable foundation.
ALBANY Sunnyview Rehabilitation Hospital policies were changed to allow an outside agency to conduct support groups at its facility by establishing a spinal cord support group.

AMSTERDAM St. Mary's Hospital purchased a TDD and established policies for deaf consumers and their families to access the device.
AMSTERDAM The Center established a Consumer Directed Personal Assistance (CDPA) program in Montgomery County.
BRONX Palladia, Inc. constructed a domestic violence transitional shelter with widened doorways, a light for deaf individuals at the outside entrance, and a rubbery textured floor for visually impaired individuals and also provided interpreter services, TTY, and accessible reading material.
BUFFALO The Center signed a contract with Erie County Department of Social Services to provide a Consumer Directed Personal Care Program for persons who are on Medicaid and choose to hire their personal care attendants.
DELAWARE The Benjamin Dental Group in Sidney installed a ramp and the building is now accessible.
DELAWARE The Center was active in the statewide Independent Living Center effort that led to the passage and signing into law of the NYS Most Integrated Setting bill (A9913-b) on September 17, 2002.
GLENS FALLS The Glens Falls Hospital now provides interpreter services for hospital sponsored programs and replaced door handles with levers.
KINGSTON Hurley Avenue MediCenter in Kingston added two accessible parking places to its parking lot.
MANHATTAN New York City Human Resources Administration modified its Boerum Hill community Medicaid office to support a customer-driven enrollment program that included a "greeter" position, triage, and elimination of pre-screening.
MANHATTAN A joint funding application with Westchester Disabled on the Move for Nursing Home Transition Starter Grant was approved. It was awarded by NYS Department of Health and NYS Developmental Disabilities Planning Council to provide assistance to individuals to leave institutional settings or avoid placement and will serve New York City and Westchester County.
MANHATTAN A collaborative effort with the New York State Department of Health (NYSDOH) resulted in the development of a video promoting disability literacy for physicians and health care providers that will be produced and distributed by NYSDOH.
MANHATTAN New York City Human Resources Administration modified its Bellevue Hospital community Medicaid office to support a customer-driven enrollment program that included a "greeter" position, triage, and elimination of pre-screening.

MIDDLETOWN Woodbourne Correction Facility allowed an outside agency to run a Double Trouble and Recovery (DTR) support group incorporating Alcoholics Anonymous (AA), Narcotics Anonymous (NA), and Mental Illness Recovery Plans to help individuals with a dual diagnosis in a peer environment.
MIDDLETOWN The Center's Mental Illness and Chemical Addiction (MICA) Coordinator started serving on Monticello Rehabilitation Support Services Dual Focus Committee.

NIAGARA FALLS Sister's of Charity Hospital modified its parking lot and is now accessible to patients who use wheelchairs and travel from their vehicles to the building.
OLEAN The Center established a "Call for Help" system securing ongoing funding from Olean Staples Supply Store and arranging for the Elks Club to fund the purchase of cellular phones/phone cards.
PLATTSBURGH Clinton County Community Services Board Developmental Disabilities Committee made disability awareness an educational priority and developed an educational program and recommend policy and practice changes to improve quality of services in hospitals.
QUEENS Parkway Hospital in Flushing subscribed to "Deaf -Talk" that allows the patient and doctor to communicate with an interpreter at a remote location.
ROCHESTER The City of Rochester made existing resources that were combined with additional Federal grants and Monroe County funds available to landlords who are attempting to make their housing units lead free as a result of the Center's participation on the Rochester Area Lead Free Coalition.
ROCKLAND The Center was a catalyst for A&T Healthcare to start offering Consumer-Directed Personal Assistance (CDPA) services in Rockland County.
ROCKLAND The Center was a catalyst for Hammaspick to start offering Consumer-Directed Personal Assistance (CDPA) services in Rockland County.
WATERTOWN Watertown Eye Center changed its policy and now provides sign language interpreters for all customers who request this service.
WATERTOWN The Center was active in the local effort that stopped Jefferson County Community Service Board's proposed cost cutting measure of combining Adult Mental Health Services Coordinator and Children's Mental Health Services Coordinator into one position.
WATERTOWN A person with a learning disability now serves on Cornell Cooperative Extension's Home Visiting Advisory Council.
WATERTOWN A parent of a child with a disability now serves on Jefferson County's Single Point of Accountability Committee.
WHITE PLAINS The Center was awarded a Nursing Home Transition Starter Grant for a downstate project by NYS Department of Health and NYS Developmental Disabilities Planning Council to provide assistance to individuals to leave institutional settings or avoid placement. It will serve Westchester County.
WHITE PLAINS Elder Choice became a new provider of home and community based support services and respite services to individuals with traumatic brain injury in Westchester and Rockland Counties.
WHITE PLAINS Westchester Independent Living Center (WILC) was awarded a Nursing Home Transition Starter Grant for an upstate project by NYS Department of Health and NYS Developmental Disabilities Planning Council to provide assistance to individuals to leave institutional settings or avoid placement. It will serve Putnam County and be hosted by Putnam Independent Living Services a satellite of WILC.
YONKERS The Center's Executive Director started serving on the Westchester County Department of Social Services Advisory Committee to address home care, affordable housing/homelessness, and Temporary Assistance to Needy Families (TANF).
YONKERS A joint funding application with Center for Independence of the Disabled in New York for a Nursing Home Transition Starter Grant was approved. It was awarded by NYS Department of Health and NYS Developmental Disabilities Planning Council to provide assistance to individuals to leave institutional settings or avoid placement and will serve Westchester County and New York City.

ALBANY A Center staff member was elected to the Executive Board Committee of the Capital District Coalition for Accessible Transportation (CDCAT).
ALBANY The Albany Public Housing Authority, Department of Family Self-Sufficiency and Homeownership changed its mediation policy to designate the Center as a mediator in cases involving people with disabilities in denial or eviction cases.
ALBANY The Capital District Transportation Authority (CDTA) Special Transportation Available by Request (STAR) service changed its polices to refer consumers who are having trouble advocating for themselves with issues relating to STAR services to the Center.
AMSTERDAM The Fort Plain Police Department established a policy to contact a sign language interpreting service for hearing impaired individuals.
AUBURN The Auburn Family Restaurant provided menus in large print.
AUBURN The Genessee Street Dunkin Donuts put in a new accessible ramp.
AUBURN The Auburn Diner added signage indicating the location of a ramp and an accessible door and made wheelchair storage space available.
AUBURN The City of Auburn made funds available for a homelessness prevention project.
AUBURN Town of Warwick Town Hall/Clerk's Office installed handicapped accessible door handles at the main entrance, provided a handicapped accessible parking spot, and improved the accessibility of the bathroom.
BATAVIA Tops Friendly Market in Batavia now provides electric scooters.
BATAVIA Jubilees Market in Batavia now has a manual wheelchair.
BATAVIA A Center staff member was newly appointed to the Housing Initiatives Committee of Genessee County.
BATAVIA Kmart Stores in Batavia now provide electric scooters.

BRONX The Center was awarded a new US Department of Housing and Urban Development (HUD) grant to fund a program to assist persons with disabilities with housing discrimination complaints. Bronx Independent Living Services is the first center the HUD office in New York has worked with.
BRONX Center's Executive Director was appointed Chairperson for the reactivated Bronx Borough President's Advisory Council for the Disabled to address access issues in areas including, but not limited to, housing, transportation, and communication.

DELAWARE George McLain Tax Office moved to an accessible building rather than make necessary changes at its previous site.
DELAWARE Fletcher Beauty Salon made its entrance accessible.
DELAWARE Quarter Moon Café made the entry and bathroom accessible.

GLENS FALLS The Crandall Public Library installed lever handles in its restrooms and a wheelchair for mobility impaired patrons is now available through a donation.
GLENS FALLS The Glens Falls Animal Hospital modified its front door to provide wheelchair access.
ITHACA The Tompkins County Public Library computers are now accessible to individuals with visual impairments.
ITHACA The parking area for Titus Towers, a senior citizen complex, now has accessible parking.
ITHACA A curb cut and crosswalk at the 3rd Street corner were corrected and are now accessible.

PLATTSBURGH Design plans were changed to make a new lakeside recreational pedestrian pathway in the City of Plattsburgh accessible. The bike and pathway is wheelchair accessible while maintaining the "nature path" feel desired by the developers.
ROCHESTER The Ontario Beach Park in Rochester restriped the parking lot so its accessible parking spaces are now in compliance with the New York State Traffic law.
STATEN ISLAND The Staten Island Children's Museum installed an elevator.

ALBANY The Center established the United Citizen Action Network (UCAN) comprised of human service professionals, social workers, and consumers. It conducts monthly workshops on issues relating to the disability community and responds to action alerts.
AUBURN Town of Locke improved entry to the Town Office/polling place by improving the incline of a sidewalk, installing a curb cut from the parking lot to a paved area leading to the building, and installing lever style door handles at building's main entrance.
BRONX The Center formally established a core group of consumers to serve as a peer leaders/legislative action team. The group received extensive advocacy skills training.
BROOKLYN NYS Senator Karl Kruger's office now has a ramp at the back and a sign informing visitors of this at the main entrance.
CORNING A consumer completing the Center's Leadership Training Program funded by the Developmental Disabilities Planning Council (DDPC) was placed on the local field and stream Board.

KINGSTON Ulster County Board of Elections committed to no longer granting waivers to new polling sites that are not accessible.
KINGSTON Town of Olive polling site at Olive Free Library put up signage to indicate the location of the accessible entrance to the library.

MANHATTAN The Center was instrumental in securing the appointment of the Executive Director of the New York State Independent Living Council (NYSILC) to the NYS Board of Elections Task Force mandated under the recently passed Help America Vote Act (HAVA).
MASSENA The Helena Hamlet polling site was moved from the Brasher Town Hall to the newly constructed handicapped accessible Fire Hall.
OLEAN Interfaith Caregivers agreed to provide transportation for consumers to polling sites during scheduled elections on an ongoing basis.

QUEENS The Lexington School for the Deaf installed a ramp that has allowed for accessible voting and overall daily access.

WATERTOWN Lewis County Agricultural Society's public building, Forest Park Pavilion, is now fully accessible after installing grab bars in the restrooms and is now available to people with disabilities as an accessible location for civic and other events.
