The Key Issues in Bilingual Special Education Work Papers were developed by the Office of Vocational and Educational Services for Individuals with Disabilities (VESID) of the New York State Education Department (NYSED) to provide technical assistance to school district personnel on issues related to bilingual special education. The Work Papers are meant to be an introduction to topical issues and include a two page overview of the issues and are accompanied by an additional document to supplement the topic and to provide citations for future investigation.
