Memo on Procurement Approval

Subject: Procurement Approval

In reply to: Follow-up to This Morning's Meeting

Deputy Commissioner Cort’s September 3, 2004 memorandum on internal controls directs that district office supervisory staff must approve all procurement transactions. Attached is a list of individuals that I have so designated to have this authority. A fiscal directive is being prepared to clearly define the procurement approval requirements. Until that directive is issued and enhancements have been made to CaMS, the following procedures must be followed.

Counselors will continue to authorize services as they currently do. The district office manager will assign an individual to take all authorizations generated on the overnight run each morning and to distribute those authorizations to the designated reviewers on the attached list.

The reviewer must approve each authorization for programmatic and fiscal appropriateness, legibly sign and date the authorization, and add a case note to the file before an authorization may be mailed to the vendor.
